The European Commission and the Royal Government of the Netherlands, through the World Bank as the Trustee of the Trust Fund, have jointly established the Basic Education Capacity Trust Fund Program (BEC-TF) with the purpose of supporting the Government of Indonesia in improving the delivery of decentralized basic education. The BEC-TF is also intended to lay the groundwork and conditions to be met for a major sector-wide investment program. These goals will be achieved through targeted analytical work, thematic dialogue in the education sector between GOI and donors, capacity development and strengthening of systems for planning, budgeting, financial management, M&E, as well improved human resource management.
The purpose of the BEC-TF study is to provide baseline information on local government performance across of range of education development and financial management indicators that are central to the work of the BEC-TF program. This survey will help identify which elements of education sector governance and financial management are robust in which districts, and where capacity-building efforts should be targeted. This survey, when combined with other BEC programming elements, seeks to develop a comprehensive measurement framework to help determine exactly where technical inputs are most needed to address critical capacity deficits in the education sector at the district level.
Data was collected through a survey covering 50 of Indonesia’s districts across the 9 targeted provinces (Nanggroe Aceh Darusalam, D I Yogyakarta, Central Java, East Java, Central Kalimantan Tengah, West Sulawesi, North Maluku, Papua, dan West Papua).(SM)
