Phase II of the Effective Targeting of Anti-Poverty Programs project will look at cost savings and the efficacy of the self-targeting strategy in addition to examining other potential PMT-community hybrid combinations. Self-targeting is a strategy in which an individual has to register in order to participate in a program. The Family Hope Program (PKH), a conditional cash support program for low-income households with pregnant mothers and school-age children, is the program being discussed here.

Assisting the Indonesian government in identifying more accurate indicators to better identify impoverished households that qualify for aid from poverty initiatives is the short-term goal of the study. In the long run, it is anticipated that the findings will assist the government in identifying the most successful and economical targeting strategies. Regarding the adoption of different aid targeting, this information may have policy implications. In addition, it is helpful for understanding about initiatives in other nations aimed at reducing poverty.

The three provinces under study—Central Java, South Sumatra, and Lampung—are dispersed throughout six districts, sixty-three sub-districts, and six hundred villages. These villages are divided into three categories: 200 hybrid villages (a mix of PMT and community targeting), 200 sign-up villages (registrants), and 200 PMT (Proxy Means Testing) villages.

A single Environmental Unit (SLS) with fewer than or equal to 150 families is chosen for each settlement. A total of 6,000 houses were included in the sample of households to be questioned, with ten households per selected SLS—one of which was the head of the SLS—interviewed.

Field data collection commenced with household listing activities and the selection of the ten households in the selected SLS on 8 – 25 December. Subsequently continued with interviews starting from December 24, 2010, which were scheduled until February 27, 2011. (JF)
