Dissemination of the 2013 HIV AIDS Annual Survey in Jakarta

It is a results presentation of the Annual Survey of 6 CSOs implementing the program from USAID through the SUM2 Program. The six CSOs are the Bandungwangi Foundation, the Inter Medika Foundation, the Srikandi Sejati Foundation, the Karisma Foundation, the Kusuma Buana Foundation, and the Karya Bhakti AIDS Care Institute (LPA). During the implementation until the dissemination, the CSO's sixth Annual Survey activity was accompanied by SurveyMETER. Jabodetabek AIDS Care NGO Forum The technical carried out the implementation of the dissemination activity in Jakarta.
The implementation of this activity in view of CSOs is not optimal because the committee is unable to bring in institutions, CSR companies, and key stakeholders in DKI Jakarta, including the committee's ability to invite the Deputy Governor of DKI Jakarta Basuki Tjahaya Purnama. The six CSOs saw that the committee's lack of seriousness in maximizing the preparation time, which had reached more than a month, was not maximized as a factor causing the non-maximum number of invitations to attend. Despite the lack of overall preparation, the event on Tuesday, September 24, 2013, went smoothly.
Before the presentation started, the committee conveyed the three objectives of this dissemination activity, namely:
- Presenting the research results conducted by CSOs focus on the issue of HIV and AIDS in Indonesia, especially DKI Jakarta.
- Discuss the potential contribution of the results of research on the development and improvement of HIV and AIDS prevention programs in Indonesia, especially in the DKI Jakarta area.
- Inviting corporate CSR to be able to participate in HIV and AIDS prevention and control programs within the company itself and the wider community.
After remarks from the representative of the USAID-SUM Program delivered by Yen Yerussalam and the representative of SurveyMETER, Bondan Sikoki SE, MA, the event was opened by the Head of the Program and Services Division of the DKI Jakarta Aids Prevention Commission (KPA), John Alubwaman. In his remarks, John Alubwaman appreciated the activities carried out by the Jabodetabek AIDS Care NGO Forum after three years of not holding any activities.
The main event of the presentation for the Annual Survey results was divided into two sessions, guided by the moderator Muhammad Hudallah from the SUM2 Program. Session I was the presentation of wave one of four CSOs, while session II was the presentation of wave two consisting of two presentations from CSOs and two presentations from FHI SUM1 research, also a global summary of the results of the Annual Survey by SurveyMETER.
Presentation all the results of the Annual Survey present the same data variables. What distinguishes the respondents, the population sample is random, and the place where the annual survey is carried out according to the group and assisted area of each CSO.
The main point from the presentation of the results of the first research from the CSO of the Kusuma Buana Foundation (YKB) with the assisted group from the indirect female sex worker community (WPSTL) revealed that the percentage of respondents in the assisted group (KD) was 62% and the non-assisted group (non-KD) 38% who are relatively high school educated do not guarantee their comprehensive knowledge about HIV AIDS is better and behavior change. Even the majority thought confidently that antibiotic treatment may still prevent HIV AIDS, whereas VCT and STI examinations are carried out secretly.
The essential point from the presentation of the second research results from the Inter Medika Foundation (YIM) with assisted groups from the male sex with men (MSM) community shows that the majority of this vulnerable group is in the productive age, 20-29 years. However, the assisted group respondents' awareness was quite high. Both YKB and YIM understand those efforts to improve services to assisted groups by utilizing communication technology and social media were quite effective and commenced to develop.
The main point of the presentation of the third research results from the Bandungwangi Foundation with assisted groups from the women's direct sex worker community (WPSL), concluded that they have a low education average and are in the age range of 20-49 years old with operating areas on roads and other open public facilities. Awareness of behavior to use condoms with their partners is very low because using condoms was assumed unfaithful.
The main point of exposure to the fourth research results from LPA Karya Bhakti with community-assisted groups of men who have sex with men (MSM) shows data of the high-risk group was at the age of 20-29 years old, and the majority are unmarried (single). Their comprehensive knowledge is generally better than other communities, although not optimal. However, there are still MSM populations who do not have the independence to access STI, HIV and AIDS services. The prospect of intervention on the MSM population through the internet is quite effective in conveying information related to HIV prevention and transmission.
The main points of exposure to the fifth research results from the Karisma Foundation with the assisted group of the PENASUN group are presenting data that vulnerable groups in the age range of 20-40 years old with key population education are at the upper-middle-class level or at the junior and senior high school education levels (15-19 years). They have been using drugs for 11-20 years until to date and practicing unsafe sex.
The main point of exposure to the sixth research results from the Srikandi Sejati Foundation with the Shemale community assisted group presented comprehensive data knowledge reached 88%, the highest among other assisted groups. However, the high mobility of shemale is an obstacle to obtaining any assistance, plus the income is still low and below the minimum wage, which became the reason why KD could not meet the needs of daily life, including health.
Then all the research results from the 6 CSOs were concluded by SurveyMETER on the one hand regarding the correlation of the Intervention Program with MARP Knowledge and Behavior. The result shows that outreach and education greatly influence the efforts of the condom use campaign in the map of the relationship between the intervention program and MARP's knowledge and behavior. The research conclusions presented by SurveyMETER are:
- The program's relationship with knowledge and behavior related to prevention and risk reduction of HIV transmission is multidimensional and varies between different types of KD.
- Comprehensive knowledge of FSW, Shemale, and MSM was positively correlated with face-to-face outreach programs.
- IDUs are different, their comprehensive knowledge is significantly and positively correlated with communication via the internet (access website/email/social media) about how to prevent and transmit HIV.
- For all types of KD, getting an explanation about how condom negotiation was positively correlated with condom use in the last sex, whether with a permanent partner, unpaid, unpaid, or non-permanent partner.
- Regular IMS examinations by FSW and Shemale possess a positive correlation with outreach and edutainment programs.
- Especially for MSM, regular check-ups for STIs are also related to programs via the internet and SMS/BBM/WhatsApp and comprehensive knowledge about HIV.
- For IDUs, there is a positive correlation between edutainment programs, programs via SMS/BBM/email/Twitter/WhatsApp, and getting information about Sexually Transmitted Infections (STIs) that are spoken spontaneously by respondents.
- The outreach and edutainment programs for all types of KD are consistently and positively correlated with behavior to conduct HIV testing in the last 6 months.
- Especially for MSM, it is also significant with the communication program via the internet and comprehensive knowledge about HIV 1.
- The spontaneous narrative of respondents about getting follow-up HIV services for IDU found positively correlated with an increase in taking HIV tests in the last 6 months.
Furthermore, in the question-and-answer session, there were a lot of substantial inputs, technical assistance, and the layout of the dissemination event. The main thing is, based on the results of research from these CSOs, it shows that what has been done in relation to HIV/AIDS prevention efforts has not been maximized and has not had a significant impact. Changes in behavior from risky to not at risk are still small in percentage. This has become a joint PR, both the government through the KPA, CSOs and all groups and communities.
The dissemination review and future follow-up plans guided by Dr. Kharisma Priyo Nugroho, offer ideas on the three main points, as follows:
- The Annual Survey conducted by CSOs can be used as a research baseline, whiled the end-line research shall be prepared and scheduled.
- It is necessary to conduct a longitudinal survey and qualitative research to support the quantitative data from this research.
- Do a theory of change from the results of the Annual Survey so that research becomes an accumulation of knowledge.
Detailed conclusions from research exposures in the 2013 HIV AIDS Annual Survey Research Dissemination from each of these CSOs published several recommendations:
- It is necessary to develop an approach strategy for at-risk population groups, especially the population under the age of 20 years
- Development of communication and information strategies via the internet and social networks
- Development of monitoring and monitoring tools for program implementation and network expansion through increased collaboration with stakeholders
- The role of field officers shall be maintained by increasing their capacity in order to provide behavior change interventions through updating information and reviewing them regularly
- There needs to be categorization in reaching out, such as age category, education level, or marital status. So, the pattern of the approach taken will be more in accordance with the needs, and not generalize the pattern of approach with all characteristics
- Increasing efforts through disseminating information and discussion on reproductive health and encouraging clients to use condoms.
- Encouraging the involvement of related parties (government/private sector) and local communities in the issue of HIV&AIDS and drugs
- Integrate with related parties to enhance the Harm Reduction program in order to improve the quality of future programs.
- The program to control STIs and HIV-AIDS through the sexual transmission of Shemale in DKI Jakarta needs to be continued, especially in order to anticipate low condom usage by outreach to partners and more effective encouragement of Shemale for STI testing and HIV VCT.
- Increase the income of the assisted groups through the group efforts to economic empowerment program.
