SurveyMETER jointly worked with CARDNO Emerging Markets Pty Ltd collected study data on Indonesian local and national NGOs from August 15 to September 18, 2014. It was a program supported by the Australian Department of Foreign Affairs and Trade (DFAT) and part of the design of the NGO support program in Indonesia from the institution that would be planned as the National NGO Study and Service Centre for Poverty Reduction and Development (NSSC).
It was conducted in 7 districts in 4 provinces in Indonesia, namely Central Sulawesi (Sigi and Tolitoli districts), East Java (Kediri district/city, Situbondo district), Jambi (Muaro Jambi and Merangin districts), and West Sumatra (Padang Pariaman district). The sample selection was based on the following criteria: a mix of districts where close and far away from the provincial capital also taking into account population and poverty levels; a combination of areas of Java, Off-Java, East Indonesia, and West Indonesia as well as provinces experienced natural disasters; a mix of targeted and non-targeted areas of support from DFAT Australia to Indonesia. Meanwhile, the National NGO study took samples from the Provinces of the Special Region of Yogyakarta (DIY) and Jakarta Capital Special Region (DKI).
The specific objective of this research is to seek opinions and direct input from NGO respondents regarding the design of programs or facilities to be funded by DFAT. Some of the major possibilities for the program area of this facility are NGO funding systems, public spaces for NGOs to play a role in development, collaboration, and accountability among NGOs, and NGO systems for planning and management within their organizations. This facilitation would not address to be a source of funding or grant-making but to support NGOs either directly or indirectly in a more sustainable way.
Field Assistants in data collection for this study were divided into 3 teams for local NGOs and 1 national team to interview a total of 165 NGOs. This study has previously gone through a pilot test instrument by interviewing several local level NGOs in the Merangin district (local NGOs far away from the provincial capital) and in Jambi city (local NGOs close to the provincial capital) from 2-5 July 2014. Field assistant training for local NGO studies was held in Blitar city, East Java on August 10-14, while the national level NGO study training was conducted at the SurveyMETER Office in Yogyakarta on 2-3 September after the instrument pilot was previously conducted in Yogyakarta on 28-29 August 2014.
