Teacher Certification Study (BERMUTU) 2009

The Better Education through Reformed Management and Universal Teacher Upgrading Project (BERMUTU), funded by a World Bank loan, supports the implementation of the Teacher Law by targeting teacher quality. As part of the project, the Government of Indonesia’s Ministry of National Education investigated the impact of teacher certification on teacher performance and learning outcomes at the primary and junior secondary level.
SurveyMETER provided the foundation for the Teacher Certifications Study through interviews of 360 pre-selected primary and secondary schools across 22 districts in Indonesia. The schools were pre-selected by Ministry of National Education, which determined numbers of teachers from selected school to get certification, and those from which certification would be withheld.
The study aimed to provide a picture on the implementation of the teacher certification program, and any subsequent impact on student performance.(SM)
