This survey is intended to gather baseline data, or basic information, for the purpose of measuring the effectiveness of the KINERJA-USAID Program, a technical assistance initiative between the governments of the United States and Indonesia. The program aims to raise public awareness of the quality of public services in the areas of health, education, and business climate, as well as to improve good governance in public services. RTI International is carrying out this program in association with The Asia Foundation and other Indonesian partner universities. Twenty district/city administrations in four provinces—Aceh, East Java, West Kalimantan, and South Sulawesi—are supported by KINERJA during its inaugural phase. A set of initiatives developed in partnership with 20 district/city governments to enhance the implementation of School-Based Management (SBM)—a program aimed at improving school planning, budgeting,

and reporting procedures—is one facet of the KINERJA Program in the education sector. RTI International commissioned SurveyMETER to conduct a unique research in order to collect baseline data for the purpose of measuring the KINERJA Program associated with the MBS Program. Previously, each district or city had implemented a package of MBS-related intervention programs.

The survey research area consists of 96 state elementary schools spread over three districts in West Kalimantan: Bengkayang, Sekadau, and Melawi. The fieldwork survey took place between October 10 and November 02, 2011. [JF]
