SurveyMETER re-conducted data collection for the Indonesian Family Health Survey (SKKI) from February 3, 2015, continuously until the next 3 weeks. It was implemented in collaboration with The Jameel Poverty Action Lab (J-PAL) and the National Development Planning Agency (BAPPENAS), where located in 12 urban villages of 2 sub-districts in Medan city of North Sumatra Province.

It was a pilot survey phase 2 prior to the baseline survey that would be carried out in 735 villages in 3 provinces, namely North Sumatra, East Java, and Southeast Sulawesi in the coming months. The pilot survey phase 1 was carried out in October - November 2014.

The overall objective of the project was to collect data to measure family health levels as well as to provide insight into the revised National Health Insurance (JKN) premiums scheduled for 2016 through the Social Security Management Agency (BPJS). Its specific ones include investigating whether utilizing incentives, involving the community in socialization and payments, and reducing the hassle of registering would increase the participation of non-poor informal workers, reduce adverse selection, and improve JKN's financial stability.

The distinction between pilot study 2 from pilot study 1 was subsequently conducted for the socialization of the National Health Insurance (JKN) program treatment was then carried out so sample respondents who received vouchers were interested in registering with BPJS. Another difference was in terms of collecting field data that pilot study 2 utilized the Computer Assisted Personal Interviewing (CAPI) program method where the interviewer read the questions directly and entered them on the laptop at the same time as their answers.
