The issue of older adults and population aging is currently mattered on a hot topic of conversation/discussion by many groups as it has become a social, economic, and political concern in developed countries or developing countries along with Indonesia. In the context of Asia, Japan is a notable example where the region shows the fastest aging population that one in five people is an elderly person. The elderly population in Indonesia reached 7.6% while the province of Special Region of Yogyakarta (DIY) had the highest population at 12.96% with the topmost percentage in the Gunungkidul district reaching 18.28% referred to the 2010 Population Census.

The escalating issue of the elderly number is indirectly supported by the increase in life expectancy; hence it should be an errand not only for the government but also for the community at large. The other thing that we need to keep in mind and reinterpreted is the public view of the elderly in their old age tend to get sick and solely become a burden on the family.

In terms of health policy, the government of Indonesia by virtue of the Ministry of Health has implemented policies through the elderly-well-mannered health center (PSL) program by providing services to the elderly including promotive, preventive aspects, in addition to curative and rehabilitative aspects. Services are carried out proactively, kind, polite, and provide convenience, and support for the elderly at the elderly-well-mannered health center. It aims to improve their health status and quality of life to achieve happy and energetic older adults in families and communities. By providing good and courteous service to the elderly it is hoped they evolve into aware of their health as it is an investment for the government to maintain them always be happy and productive until they never are a burden to their families and the surrounding environment.

The PSL implementation program should be seen on how it develops materials for future evaluation. SurveyMETER conducted the study on elderly-well-mannered puskesmas in Yogyakarta Province consequently, supported by the AusAID Knowledge Sector. It generally aims to determine puskesmas services to the elderly in Yogyakarta province after the program of elderly-well-mannered health centers was implemented. The samples came from all puskesmas in 5 districts/cities of the Special Region of Yogyakarta (DIY) province with a total of 121 puskesmas.

In a structured fashion, the formulation of the targeted issues of the study is described in a number of global questions: Is the PSL implementation program in accordance with the guidelines? What are the obstacles faced by the puskesmas in implementing the PSL program? How do puskesmas overcome these impediments?

Meanwhile, the method applied in this study is a quantitative approach by directly interviewing the head of the puskesmas, doctors, and the coordinator of the elderly program at the puskesmas. The interview process and field data collection commenced in mid-January and were completed in March. [JenFauzan]
