The three primary goals of this research are as follows: 1) to comprehend the features of urban poverty in Indonesia and any new developments. 2) to carry out a qualitative assessment of urban poverty initiatives and determine the degree to which the demands of the impoverished in urban areas have been satisfied. 3) to conduct a qualitative assessment of PNPM Mandiri's field implementation efficacy. With funding from The World Bank, SurveyMETER collaborated with the Research Triangle Institute (RTI) to conduct this study.

This study evaluated poverty in sixteen villages/urban precincts spread over fourteen districts/cities in seven provinces. This area includes North Sumatra (Sibolga, Pematang Siantar), DKI Jakarta (West Jakarta), Central Java (Surakarta, Pekalongan City), East Java (Probolinggo, Surabaya, Kediri), South Sulawesi (Makassar/Ujung Pandang, Tana Toraja), and D I Yogyakarta (Kulon Progo: 2 villages).

Focus groups (FGDs) and in-depth interviews were the methodologies used in this study design to acquire qualitative data. The following are the specific tasks that were involved in this study: Holding focus group discussions (FGDs) in the urban villages that serve as the research settings to talk about poverty among groups of poor men and women. Arrange focus group discussions (FGDs) with impoverished community groups in sub-districts who are aware of PNPM Mandiri, which consists of poor men and women. 3) in the research urban village, conduct in-depth interview one impoverished man and one impoverished woman. 4) conduct in-depth interviews with key informants of the PNPM program, namely: Poverty Reduction Coordination Team (TKPK), Sekda/Sekta, BAPPEDA, Public Works Department, Work Units, Subdistrict Heads, Village Heads, Regional Management Consultants, Facilitators, Community Self-Reliance Agency (BKM), Community Self-Help Groups (KSM).
