From June to August 2013 the SurveyMETER was mandated by the National Team for the Acceleration of Poverty Reduction (TNP2K) to conduct a PKH Participant Monitoring Survey (Resertification) in 2013. The study was conducted in 48 sub-districts in 8 districts / cities in 4 provinces, namely: North Nias (4 sub-districts) and Medan (6 sub-districts) in North Sumatra Province, Pasuruan (7 sub-districts) and Lamongan (10 sub-districts) in East Java, West Sumba (2 sub-districts) and South Central Timor (8 sub-districts) in East Nusa Tenggara Province, and Banjar (6 districts) and Barito Kuala (5 districts) in South Kalimantan Province.

Since 2007 the Indonesian government has implemented the Conditional Cash Assistance Program (BTB) which is now known as the Family of Hope Program (PKH). This program is intended as an effort to build a social protection system for the poor in order to maintain and improve the social welfare of the poor population as well as an effort to cut the poverty chain that has occurred so far.

This study aims to recertify PKH recipients in 2007 and 2008 and the process of evaluating the socioeconomic status of PKH participants after obtaining PKH assistance from that time period. The results of this recertification will be used to determine the status of PKH recipient participation in this program, namely a graduation or transition program.

The PKH Data Collection Monitoring Study conducted by SurveyMETER used a quantitative and qualitative approach. The quantitative approach was in the form of data collection by revisiting 10 households in 2007 or 2008 PKH recipients randomly. All of these households have been interviewed by the 2013 PKH recertification team the previous week. While the qualitative approach is observation and in-depth interviews with PKH facilitators, provincial or district BPS officials, field coordinators, field supervisors and several editors (key puncher) or enumerators to find out the recertification process from upstream to downstream.

The purpose of collecting household data is to obtain information on matters relating to knowledge, experience and circumstances experienced by households related to PKH. The priority of household respondents in this study are the household members who are PKH administrators, household heads or spouse heads, or other household members aged 18 years or older who know basic household information according to the household book questions module.

Specifically the task of SurveyMETER with this study is to ensure the quality of the 2013 PKH recertification implementation so that the resulting data is of high quality. Activities undertaken by SurveyMETER include: Monitoring and evaluating the methodology used in each stage of the 2013 PKH recertification (starting from the preparation process, training, enumeration process, data collection, and data entry and post data entry activities); Identifying risk indicators for data quality derived from the 2013 PKH recertification survey; Provide appropriate facts to determine policy priorities in building the process of implementing recertification; and Provide input for UPPKH and TNP2K for better implementation of the PKH cohort recertification (next year) in the future in planning future data collection activities.

Compare Data

SurveyMETER revisited 2016 and interviewed using the same questionnaire used by the monitoring team. With the aim that the data can be compared (comparable). The comparison process begins with comparing the two data so that differences are found. Ideally, from the differences that appear the physical check is carried out into the questionnaire to find out the correct data. If needed, verify and confirm the respondent again. From this process, then we can know which data is right and wrong. The number of errors in each variable will be calculated both from the questionnaire for which the data was collected by the 2013 PKH recertification team and the 2013 PKH recertification monitoring team. However, due to some technical reasons, the 2013 PKH Resertification Monitoring Team did not have access to the data collected by the 2013 PKH Resertification Team. this, then all the compare processes that have been planned cannot be carried out.
